Foreword
Military history is not merely a chronicle of battles won, territory occupied, or weapons introduced. It is also a record of how nations learn—or fail to learn—from experience. A victory may settle an immediate military question, but it does not automatically settle the larger questions of preparedness, deterrence, logistics, industrial capacity, or strategic judgement.
On 23 October 2026, Defence Minister Rajnath Singh released the Indian Army's Land Warfare Doctrine at the Army Commanders' Conference in New Delhi. The Ministry of Defence described it as an overarching framework intended to prepare the Army for the evolving character of warfare and future conflicts. The Minister also emphasised long-term strategic vision, immediate readiness, advanced technology, self-reliance, and coordination across military domains [1].
This ninth instalment of the Operation Sindhoor series considers what such a doctrinal development means for India. It examines the relationship between battlefield experience and institutional learning, the expanding importance of drones and data, the continued necessity of ground forces, and the difficult business of turning published aspirations into operational capability.
The object is neither to sound a bugle nor to indulge in fashionable pessimism. It is to understand the strategic landscape with composure, respect for evidence, and a willingness to distinguish achievement from aspiration.
Constitutional requirement: Article 51A(h)
Article 51A(h) of the Constitution of India identifies the development of scientific temper, humanism, and the spirit of inquiry and reform as a fundamental duty of every citizen. Its relevance to defence analysis is direct: claims about military capability must be examined through evidence, transparent reasoning, and an appreciation of uncertainty.
Scientific temper does not require indifference to national security. Nor does patriotism require the suspension of critical judgement. A responsible citizen can recognise the professionalism and sacrifice of the Armed Forces while asking whether equipment is reliable, communications are resilient, training is realistic, and doctrine is being implemented effectively.
In defence matters, inquiry is not disloyalty. It is one means by which a democracy improves its understanding of risk, capability, and accountability. A sound assessment must also avoid publishing sensitive operational information or treating unverified battlefield claims as established fact.
Preface: Why doctrine matters
A doctrine is not a shopping list of weapons, nor is it a prophecy about the next war. It is a framework of principles that guides how a military force understands its tasks, organises its capabilities, prepares its people, and connects operations to national objectives.
A weapon may be formidable in isolation and yet prove less useful if intelligence arrives too late, communications fail, ammunition is unavailable, or commanders cannot coordinate its employment with other forces. Conversely, sound organisation, disciplined training, and reliable support can make existing equipment considerably more effective.
The central question, therefore, is not whether India has acquired advanced systems. It is whether the Army and the wider defence establishment can combine people, information, equipment, logistics, industry, and national decision-making into a coherent instrument of policy.
This essay uses Operation Sindhoor as an important point of reference, but not as the sole explanation for the doctrine. India's geography, its borders with China and Pakistan, technological change, lessons from other conflicts, and long-term national ambitions all belong in the wider picture.
From the Battlefield to the Doctrine
India's Land Warfare Doctrine 2026
1. A new framework for an old and enduring responsibility
On 23 October 2026, India's Defence Minister released the Land Warfare Doctrine at the Army Commanders' Conference in New Delhi. The official announcement presented it as an overarching framework for preparing the Indian Army for future conflicts. The Minister called for a strategic outlook extending 20 to 30 years, while insisting that long-term planning must not distract the Army from immediate and emerging challenges [1].
That pairing of distant horizons and present readiness is important. Military modernisation is a long game, but security crises rarely wait for procurement cycles to conclude. A force must be able to adapt to tomorrow's technologies while remaining prepared for the contingencies of today.
The announcement itself did not publish the full doctrinal text. Consequently, the precise structure, wording, and relative priority of every provision cannot be independently established from that announcement alone. Contemporary reporting describes an emphasis on drones, artificial intelligence, precision warfare, resilient communications, logistics, and multi-domain operations [2–4]. These reports are useful, but they should not be mistaken for a substitute for the complete primary document.
The new doctrine is best understood as a framework for institutional adaptation. Its importance will ultimately be measured not by the ceremony of its release, but by the quality of decisions, training, procurement, and operational readiness that follow.
2. Operation Sindhoor: experience must become institutional memory
Operation Sindhoor provides an immediate Indian reference point for the discussion. In his remarks on 23 October, the Defence Minister explicitly praised the innovative thinking, improved synergy, superior coordination, and advanced weaponry associated with the operation [1]. This is an official characterisation of the operation's lessons; it should not be stretched into a claim that every reported weapon performance or every public interpretation has been officially confirmed.
The deeper question is how an armed force converts operational experience into institutional memory. A successful action may reveal strengths in intelligence, command, planning, or coordination. It may also expose gaps that are less visible to the public: the time required to replenish stocks, the burden on maintenance crews, the vulnerability of communications, or the difficulty of sustaining readiness over a prolonged period.
The lesson is not simply to repeat what appeared to work once. It is to identify why it worked, the conditions that made it possible, and the circumstances under which the same approach might fail. This is the difference between learning a lesson and merely celebrating an outcome.
Military organisations need rigorous post-operation assessment. Such assessment should consider objectives, costs, limitations, coordination, unintended effects, and the reliability of the evidence available. Public accounts are often incomplete; operational details may remain classified, and claims made during a crisis may later be revised. Responsible analysis must leave room for these realities.
3. The modern battlefield is a contest for information and time
The proliferation of relatively inexpensive drones, loitering munitions, commercial sensors, satellite imagery, and networked communications has altered the conditions under which land forces operate. Recent conflicts have shown how surveillance can persist over a battlefield and how quickly information may be converted into a targeting opportunity.
Yet the presence of a sensor does not guarantee useful knowledge. Data must be collected, checked, interpreted, shared with the right authority, and acted upon before circumstances change. An abundance of information can become a liability if command systems are overloaded, reports are unreliable, or decision-makers cannot distinguish urgent signals from background noise.
The contest is therefore not simply between one drone and another. It is also between the speed of detection and the speed of decision; between the visibility of a unit and its ability to protect itself; and between a network designed for ideal conditions and a force that must continue to function when the network is disrupted.
For India, the practical implication is a need for balanced capability. Surveillance, precision weapons, camouflage, mobility, electronic protection, deception, and disciplined communications must be treated as connected elements rather than separate procurement categories. The advantage belongs not automatically to the side with the newest gadget, but to the side that can integrate its tools and adapt without losing cohesion.
4. Drones and the human soldier: partnership, not abdication
Uncrewed systems can extend observation, reduce exposure to certain hazards, support reconnaissance, and provide additional options for surveillance or attack. Small systems may be comparatively cheap to replace, although their sensors, communications, batteries, software, training, and supply chains still carry costs.
The widespread availability of drones also creates a practical challenge: a system that is easy to acquire is not necessarily easy to employ effectively. Operators require training, procedures, maintenance support, knowledge of airspace restrictions, and an understanding of the limitations of the equipment. Counter-drone measures, electronic warfare, weather, terrain, and interference may all affect performance.
Manned–unmanned teaming describes the cooperation of people and uncrewed platforms. Its value lies not in removing human judgement, but in allowing personnel to combine their situational understanding with the reach of machines. Human authority, accountability, and sound decisions remain essential, particularly where information is incomplete or the consequences of error are grave.
Reporting on the 2026 doctrine has described an ambition to broaden drone proficiency across the Army, alongside greater attention to artificial intelligence and autonomous systems [2, 3]. The operational test will be whether such training becomes meaningful competence, rather than a box-ticking exercise. Familiarity with a device is not the same as the ability to use it reliably under pressure.
5. Artificial intelligence: useful assistance, fallible authority
Artificial intelligence and data analytics can help process large volumes of information, identify patterns, support logistics, assist maintenance planning, and present commanders with options. These are useful applications, but they do not make uncertainty disappear.
Data may be incomplete, outdated, biased, or deliberately manipulated. A model trained on one environment may perform poorly in another. An apparently precise output can conceal assumptions that a human operator needs to understand. Cybersecurity and secure communications are therefore not peripheral concerns; they are part of the reliability of the whole system.
A sensible military approach should ask four questions of any AI-enabled system: What evidence supports its output? How does it signal uncertainty? What happens when it fails? Who remains responsible for the decision?
These questions are not an argument against technology. They are the price of using it responsibly. A sophisticated system that cannot be audited, maintained, secured, or understood by its operators may create a new vulnerability while appearing to solve an old one.
6. Multi-domain operations: integration without confusion
The Defence Minister stressed that land forces remain indispensable even as the air, maritime, space, and cyber domains assume growing importance. He also called for an integrated approach in which success depends upon multi-domain capabilities and seamless coordination in joint operations [1].
Multi-domain operations are not merely a matter of placing different services in the same room. They require a shared understanding of objectives, compatible communications, timely intelligence, clear responsibilities, and procedures for resolving conflicting demands. The capabilities of one service must complement those of another rather than operate as disconnected instruments.
A land formation may depend on aerial observation, air defence, communications networks, space-based services, engineering support, and supplies moving through a long chain of transport and storage. Disruption in one part can affect the performance of several others. Interdependence is a source of strength when it is managed well; it can become a point of failure when assumptions go untested.
Jointness, therefore, is not achieved merely by declaring it a goal. It requires sustained exercises, shared planning, compatible procedures, realistic testing, and a culture in which services understand one another's strengths and constraints. The aim is unity of effort, not uniformity of every task.
7. India's geography does not permit a single-template Army
India's land-security challenges span markedly different environments. High-altitude terrain places particular demands on acclimatisation, mobility, engineering, medical support, and the movement of supplies. Plains and deserts create different requirements for manoeuvre, observation, protection, and sustainment. Forested and built-up environments impose their own constraints on visibility, communications, and movement.
Equipment and procedures that perform well in one setting may need adjustment in another. Batteries behave differently in severe cold; dust and heat can affect machinery; mountains complicate movement and communications; and local geography can limit the usefulness of otherwise capable sensors. Training must reflect the conditions in which units may actually be required to operate.
The possibility of concurrent pressure on more than one frontier also makes resource allocation and mobilisation important matters of strategic planning. This does not mean that every contingency will occur simultaneously. It means that planning should test the consequences of competing demands on personnel, equipment, transport, ammunition, and reserves.
The measure of readiness is not simply the number of formations on paper. It is the ability to deploy, communicate, sustain, repair, and adapt them in the relevant environment, for as long as the national objective requires.
8. Logistics: the quiet architecture of combat power
Logistics rarely enjoys the glamour of a new missile or an advanced combat vehicle, but it often determines how long a force can remain effective. Fuel, ammunition, food, water, medical supplies, spares, power, transport, and repair facilities must reach the right place at the right time.
Modern technology can improve inventory management, maintenance forecasting, transport planning, and the visibility of supply chains. It cannot abolish distance, terrain, weather, physical consumption, or the need to protect the routes and facilities on which the force depends.
Resilience requires more than efficiency under ideal conditions. A system optimised solely for minimum cost may have little spare capacity when demand rises or a route is disrupted. запас capacity, alternative suppliers, repair capability, and sensible reserves can appear expensive during peacetime but prove valuable when circumstances deteriorate.
A modern doctrine should therefore be judged partly by how seriously it treats sustainment. Combat power that cannot be replenished is a wasting asset. The ability to keep a force equipped, repaired, supplied, and medically supported is not a supporting detail; it is one of the foundations of operational endurance.
9. Aatmanirbharta: self-reliance as strategic resilience
Defence self-reliance is not simply a slogan about domestic manufacturing. It concerns the ability to maintain critical capabilities when international supply chains are delayed, export restrictions change, or a crisis increases demand. Indigenous production can contribute to this resilience, provided the equipment is reliable, maintainable, and suited to operational requirements.
The official announcement highlighted India's defence production and export figures for the financial year 2025–26, reporting production of ₹1.78 lakh crore and exports of approximately ₹38,000 crore [1]. These figures are useful indicators of industrial scale, but they do not, by themselves, establish the operational readiness of every product or the security of every supply chain.
A mature assessment must consider quality assurance, delivery schedules, spare parts, repair facilities, software support, component dependencies, ammunition stocks, and the ability to expand production when required. Domestic assembly is not the same as complete control over every critical component.
Industry, universities, research laboratories, start-ups, and military users all have a part to play. The challenge is to turn promising prototypes into dependable systems, while ensuring that testing is honest and procurement remains tied to operational need. Self-reliance is most meaningful when it produces dependable capability rather than merely impressive announcements.
10. Doctrine versus implementation: the decisive test
A published doctrine can clarify intent, set priorities, and guide planning. It cannot, by itself, guarantee that units are trained, systems are integrated, stocks are sufficient, or equipment is available when required. These outcomes depend on budgets, acquisition decisions, maintenance, personnel policy, exercises, and sustained institutional attention.
Implementation should therefore be assessed through observable indicators. Are joint exercises testing realistic communication failures? Are personnel trained to use and counter uncrewed systems? Are lessons from exercises and operations reflected in revised procedures? Are repair times, availability, and supply resilience improving? Can units continue to function when networks are degraded?
Such questions need not expose sensitive operational details. They can be examined through public policy, audit findings, procurement information, official statements, and carefully interpreted exercises and evaluations. The aim is to measure progress without compromising security.
It is also important to avoid treating every technological innovation as a revolution in warfare. Some changes are genuinely consequential; others are incremental, exaggerated, or dependent on particular circumstances. Military institutions must be willing to experiment, but equally willing to abandon approaches that fail under realistic testing.
11. The citizen's perspective: vigilance without sensationalism
Defence is a national responsibility, but public understanding must be built on more than dramatic headlines. Claims about battlefield success, weapon performance, losses, or the intentions of another state should be assessed according to the strength and independence of the available evidence.
Official statements matter because they establish what the government has publicly asserted. Independent reporting can supply additional context, while specialist analysis may help explain technical and organisational questions. None of these sources should be treated as infallible; each has a purpose, a perspective, and limitations.
The responsible reader distinguishes a confirmed event from an attributed claim, a reported feature from a published provision, and a forecast from an accomplished result. This discipline is particularly important when national security, public emotion, and incomplete information intersect.
National confidence need not be brittle. It can rest on professional armed forces, credible institutions, sound industrial policy, informed citizens, and the willingness to correct errors. A country is better served by clear-eyed preparedness than by either complacency or alarmism.
12. Conclusion: a doctrine is a beginning, not a victory parade
India's Land Warfare Doctrine 2026 arrives at a time when the character of conflict is changing, even as many of war's fundamental demands remain stubbornly familiar. Technology is altering how forces observe, communicate, coordinate, and apply force. It has not removed the need for sound leadership, disciplined soldiers, credible logistics, industrial resilience, or political judgement.
Operation Sindhoor provides a significant reference point in the official discussion of adaptation and coordination. The new doctrine places the Army's future readiness within a broader strategic horizon. Yet the real test lies beyond the announcement: in the quality of training, the integration of capabilities, the reliability of equipment, the resilience of supply, and the ability to adapt when assumptions prove wrong.
A doctrine should be treated as a living framework, not a tablet of stone. It must be tested against experience, revised when evidence demands it, and translated into capabilities that can be sustained. The measure of success is not how modern a force appears on paper, but how reliably it can fulfil its lawful objectives under difficult and changing conditions.
The essential lesson is plain: innovation matters, but integration gives it purpose; technology matters, but people give it judgement; and a declared ambition matters only when it becomes enduring capability. That is the long road from battlefield experience to doctrine—and from doctrine to preparedness.

Further study
- Joint Doctrine of the Indian Armed Forces (2017): seek an authorised public copy through official defence sources to understand the broader framework for joint operations.
- Land Warfare Doctrine (2018): compare the earlier framework with the 2026 announcement when reliable, complete copies of both documents are available.
- Operation Sindhoor: examine official briefings alongside independent reporting, and distinguish confirmed statements from attributed claims and subsequent interpretation.
- Uncrewed systems and electronic warfare: study how surveillance, counter-drone measures, communication resilience, and human judgement interact in contemporary conflicts.
- Military logistics and industrial resilience: examine public procurement documents, audit material, production data, maintenance requirements, and supply-chain dependencies.
- International comparisons: use credible public studies of the Russia–Ukraine war and other recent conflicts, while recognising that lessons from one theatre cannot be transferred mechanically to another.
About the author
I am Dhinakar Rajaram, an independent science writer, science communicator, amateur astronomer, and outreach volunteer based in Chennai. My interests extend across science, technology, engineering, history, and the everyday relationship between knowledge and society. My work seeks to make complex subjects accessible without sacrificing precision, context, or intellectual honesty.
This series applies that approach to public-source defence analysis. I am not writing as a serving military officer or claiming access to classified operational information. I examine public statements, available reporting, and wider strategic questions, distinguishing documented facts from interpretation. My aim is to encourage informed discussion, not to substitute confidence for evidence.
Operation Sindhoor — Previous Instalments and Continuing Analysis
The Operation Sindhoor series examines India's evolving security environment through the lenses of military capability, strategic assessment, technological development, operational preparedness, and national defence policy. Each instalment considers a distinct aspect of the subject, drawing upon publicly available information while distinguishing established facts from reported claims and analytical interpretation.
Part 8 examines the BrahMos supersonic cruise missile as a case study in missile engineering, range development, operational employment, indigenous industrial capability, and defence exports. Part 9 broadens the discussion to India's Land Warfare Doctrine 2026, examining the relationship between military doctrine, battlefield adaptation, integrated capabilities, and the demands of future land warfare.
