Foreword
The history of South India is too substantial to be reduced to a procession of royal names, battlefield victories, and monumental temples. Behind its dynasties lay agricultural systems, commercial networks, roads, ports, local institutions, and a sustained engagement with the seas surrounding the peninsula.
This essay examines the Cholas, Pallavas, Pandyas, Cheras, Chalukyas, Rashtrakutas, Hoysalas, Kakatiyas, and Vijayanagara rulers within their wider historical setting. The Cholas provide the principal thread, but the other kingdoms are not mere footnotes to their story.
The intention is not to embellish history with attractive but unverified claims. Inscriptions, archaeological discoveries, contemporary foreign accounts, and critical historical scholarship must take precedence over popular assertions. Where evidence is incomplete, uncertainty must be acknowledged rather than concealed.

Constitutional requirement: Article 51A(h)
Article 51A(h) of the Constitution of India identifies the development of scientific temper, humanism, and the spirit of inquiry and reform as a fundamental duty of every citizen. Historical enquiry benefits from the same discipline: examine the evidence, distinguish fact from inference, and remain willing to revise a conclusion when better evidence emerges.
Respect for one's heritage does not require the suspension of judgement. On the contrary, careful scrutiny protects genuine achievements from being obscured by exaggeration.
Preface: history beyond the familiar textbook outline
Much of the history taught to schoolchildren is organised around dynasties, dates, wars, and monuments. Such an outline is useful, but it can leave the machinery of a civilisation almost invisible. Who fed the armies? How was water conveyed to the fields? How did merchants travel between inland markets and coastal ports? What evidence establishes that a ruler's campaign reached a distant shore?
These questions bring us closer to the working life of the past. They also help us distinguish the history we can establish from the history we merely wish to believe.
My own geographical connection to this subject is twofold. Madras, now Chennai, lies within the historical region of Tondaimandalam, whose political fortunes changed under several dynasties. My native village near Peralam, in present-day Tiruvarur district, belongs to the wider Kaveri delta landscape that became a major centre of Chola power. This personal connection is a point of entry, not a substitute for evidence.
1. The early Tamil kingdoms and the foundations of regional history
The Cheras, Cholas, and Pandyas appear in early Tamil literary traditions and in evidence associated with the early historic period. Ashoka's inscriptions refer to southern polities beyond the direct reach of his Mauryan administration. Tamil-Brahmi inscriptions, archaeological sites, coins, and accounts by Mediterranean writers contribute further pieces to the picture.
These sources do not form a seamless chronicle. Sangam poems are literary works, not modern administrative records; foreign geographical accounts can contain errors; and an inscription may preserve a ruler's claim rather than an impartial account of events. Their value lies in critical comparison.
The early Cheras should not automatically be equated with the later Chera Perumals of Kerala. Nor should every early Chola ruler in literary tradition be assigned a precise reign without adequate corroboration. Dynastic continuity is a question to investigate, not an assumption to impose.
2. The Pallavas, Tondaimandalam, and the making of a political landscape
The Pallavas became a major power in the northern Tamil region, with Kanchipuram as an important centre. Their rock-cut and structural temples, inscriptions, and conflicts with Deccan powers are essential to understanding the centuries preceding Chola imperial expansion.
The territory around present-day Chennai did not belong to one dynasty for all time. The history of Tondaimandalam includes changing Pallava, Chola, Pandya, and later political influence. The modern city cannot simply be projected backwards as though its present boundaries existed in antiquity.
The lesson is geographical as well as political: historical regions, river basins, ports, and routes mattered more than the borders drawn on modern maps.
3. The imperial Cholas: the Kaveri delta and the growth of a state
The medieval Chola dynasty rose to renewed prominence under Vijayalaya in the ninth century. Its power expanded under successive rulers, particularly Parantaka I, Rajaraja I, and Rajendra I. Rajaraja I, who reigned approximately from 985 to 1014, and Rajendra I, whose reign began around 1012 and continued to 1044, are associated with the dynasty's most celebrated phase of expansion.
Rajaraja's campaigns, administrative inscriptions, temple endowments, and the construction of the Brihadisvara temple at Thanjavur reveal the scale of royal resources and the importance of monumental religious institutions. Rajendra extended Chola power through further campaigns, including the expedition against Srivijaya in Southeast Asia.
Yet the Chola state was not simply a royal household writ large. Inscriptions reveal complex arrangements involving land, taxation, temples, local bodies, and grants. Their details vary across place and period; they should not be turned into a claim that every village enjoyed uniform or modern democratic self-government.
The labels “early”, “middle”, and “later Chola” are useful only when their chronological meaning is made clear. They do not, by themselves, establish that a particular phase controlled a smaller or larger territory. Territorial reach must be assessed ruler by ruler, using dated evidence.
4. Kallanai: an ancient water regulator with a living history
The Kallanai, or Grand Anicut, across the Kaveri is traditionally attributed to Karikala Chola. It is one of the most striking examples of the relationship between engineering, agriculture, and political power in South Indian history. The International Commission on Irrigation and Drainage records Kallanai as an important historic irrigation structure that continues to form part of a functioning water-management system.
The essential principle is diversion and regulation rather than the creation of a modern, high-storage dam. A river's flow is guided into an irrigation network, allowing water to serve a broader agricultural landscape. The system has changed over centuries; its present form cannot be treated as an untouched relic of one ancient reign.
Later authorities modified and maintained the wider system. British engineers, including Arthur Cotton in the nineteenth century, played a significant role in developing irrigation works in the Kaveri delta. Independent India's irrigation agencies have continued to operate, maintain, and adapt the network.
That history of adaptation is no blemish on the ancient achievement. It is the very reason the story matters. A public work is not kept alive by its original builders alone; it survives through successive generations that understand, repair, and improve it.
Kallanai also invites a wider question: how did the management of water help support agricultural production, revenue, settlement, and the resources needed by a large state? The answer must account for the river, soils, rainfall, labour, local institutions, and later interventions, rather than attributing the entire irrigation landscape to a single ruler.
5. Roads, milestones, and the movement of goods
Royal power and commercial life required connections between villages, market towns, temples, ports, and neighbouring regions. The Tamil Nadu Department of Archaeology records inscriptions associated with historic highways, including the Rajakesaripperuvazhi, dated to the tenth century, and the Magadesan Peruvazhi, associated with the thirteenth century. Such inscriptions and milestones offer evidence for named routes and distances.
They do not, on their own, prove that every modern road in the region follows an identical Chola-era alignment. Roads shift, settlements expand, rivers change course, and routes are rebuilt. A claim of direct continuity needs geographical and documentary evidence for the particular stretch concerned.
Even so, the inscriptions illuminate a less celebrated aspect of medieval life: the practical infrastructure of movement. Highways enabled merchants, pilgrims, officials, and other travellers to cross landscapes that were politically connected but never static. Road networks were part of the material framework of administration and exchange.
6. The Chola maritime expedition and the Srivijaya connection
Chola power extended beyond the immediate coastline. Rajendra I's expedition against Srivijaya in about 1025 is recorded in royal inscriptions and examined in specialist scholarship. The inscriptions describe an overseas campaign against a series of ports and political centres associated with the maritime network of Southeast Asia, including places in Sumatra and the Malay Peninsula.
This was a remarkable military undertaking. It demonstrates the capacity to move forces across the Bay of Bengal and strike targets far from the Kaveri delta. It also shows that South Indian history belongs within the history of the wider Indian Ocean, rather than at its geographical margin.
However, the surviving evidence does not give us a complete naval register, a definitive count of ships, or a full account of how the fleet was organised. Some scholars have argued that merchant shipping could be mobilised for military expeditions. We should therefore avoid imagining a modern standing navy with a known fleet structure unless the evidence supports that conclusion.
Nor should a successful raid automatically be described as permanent sovereignty over every sea lane or territory attacked. A military expedition, an occupation, a tributary relationship, and commercial influence are different forms of power. Each requires its own evidence.
7. Merchants, China, and the Indian Ocean world
The Chola period coincided with active commercial and diplomatic links between southern India and Song China. Research on Chola–Srivijaya–China relations examines the interplay between maritime commerce, diplomatic missions, and competition among political powers. The Srivijaya ports occupied important positions in routes linking the Indian Ocean with East and Southeast Asia.
Merchants were not simply passive beneficiaries of royal policy. Trading groups, ports, local rulers, and overseas partners all contributed to commercial networks. Their interests could overlap with those of a king, but they were not necessarily identical. A diplomatic mission to China establishes contact; it does not establish that the Chola ruler controlled all the trade between the two regions.
Nor was maritime exchange the exclusive achievement of the Cholas. The Cheras, Pandyas, and other coastal and inland powers participated in different trading systems at different times. Western-coast ports connected South India with Arabian and Persian Gulf networks, while eastern ports formed part of Bay of Bengal routes. Mediterranean connections are documented for parts of the early historic period, but the exact participants, commodities, and intensity of exchange varied by era.
8. The Tamil Bell in New Zealand: evidence and uncertainty
A bronze bell with a Tamil inscription, now held by the Museum of New Zealand Te Papa Tongarewa, is often invoked in discussions of long-distance Tamil seafaring. Its inscription has been interpreted as referring to the bell of a ship associated with the name Mohideen Bux or a variant spelling.
The museum records that the bell came to the attention of missionary William Colenso in the nineteenth century and that its inscription has been dated by later scholars to the seventeenth or eighteenth century. How it reached New Zealand remains unknown.
This distinction matters. The bell is a genuine and intriguing artefact; its route to New Zealand is unresolved. It cannot be used as proof of a Chola voyage, a Chola colony, or a medieval Tamil settlement in New Zealand. Its proper place in this essay is as a reminder that maritime history sometimes leaves objects whose journeys cannot yet be reconstructed.
9. The Pandyas and Cheras: distinct histories, connected seas
The Pandyas of the far south and the Chera polities associated with the western region developed their own political traditions, commercial relationships, and cultural institutions. Pandya power rose and declined in several phases; the medieval resurgence of the Pandyas must not be confused with the early historic kingdom described in ancient literature.
Likewise, the early Cheras and the later Chera Perumals belong to different historical contexts. The western coast's access to Arabian Sea routes made it important to long-distance trade, including commerce in spices and other valuable commodities. Yet no single dynasty controlled every western port or every period of this trade.
The maritime history of South India is consequently a shared and changing story. It includes competition between states, partnerships among merchants, and commercial links that outlasted individual dynasties.
10. Chalukyas, Rashtrakutas, Hoysalas, Kakatiyas, and Vijayanagara
South Indian history cannot be understood through the Cholas alone. The Western and Eastern Chalukyas, Rashtrakutas, Hoysalas, and Kakatiyas were significant powers whose campaigns, alliances, and cultural patronage shaped the Deccan and the southern peninsula. Their relationships with the Cholas and Pandyas ranged from warfare to diplomacy and shifting political arrangements.
Vijayanagara, founded in the fourteenth century, emerged in a different political landscape. Its rulers, followed by successor states and Nayaka polities, sustained important temple, military, commercial, and administrative traditions. Vijayanagara was not simply the next chapter of one continuous Chola empire; it was a distinct state that inherited, adapted, and transformed elements of the region's earlier political world.
Comparing these powers is more illuminating than arranging them as a league table of greatness. Each operated under particular geographical, economic, and political conditions.
11. What the evidence can—and cannot—tell us
History is strongest when the type of evidence is made clear. Inscriptions can record grants, royal titles, administrative decisions, and claims of victory. Archaeology can establish the presence and date of structures, settlements, and material exchange. Coins can illuminate monetary circulation and political symbolism. Foreign records can preserve diplomatic contacts and observations of trade. Literary works can reveal ideals, memory, and social imagination, though not always in the form of literal reportage.
Each source has limits. Royal inscriptions may celebrate victories and omit reverses. A coin found far from its place of manufacture may have travelled through trade rather than conquest. A literary reference to a distant land does not necessarily prove political control. An artefact's presence in a museum does not, by itself, establish its original route.
We should therefore separate four categories: well-attested facts, accounts that require contextual reading, scholarly interpretations, and claims that remain unverified. Such distinctions do not diminish the past; they allow us to understand it with greater precision.
12. A living inheritance: water, roads, and responsibility
The most enduring legacy of an old kingdom may not always be the object that attracts the greatest number of visitors. It may also be a water regulator still incorporated into a working irrigation system, a named road preserved in an inscription, or the pattern of a settlement whose development can be traced through successive periods.
Kallanai is a particularly clear example of an ancient engineering tradition that has survived through adaptation. Historic highway inscriptions offer another kind of continuity: not necessarily an unchanged road surface, but evidence that movement and connection were important enough to be recorded in stone.
These inheritances impose a present responsibility. Structures must be maintained, inscriptions documented, archaeological sites protected, and claims checked before they are repeated. Conservation without sound historical understanding is incomplete; historical pride without conservation is equally hollow.
Conclusion: a history larger than a list of kings
The history of South India is a story of political ambition, but it is also a story of engineering, agricultural labour, maritime exchange, commercial organisation, cultural creation, and adaptation. The Cholas achieved a remarkable phase of territorial and overseas power, but their history becomes richer—not poorer—when set alongside the Pallavas, Pandyas, Cheras, Chalukyas, Rashtrakutas, Hoysalas, Kakatiyas, and Vijayanagara.
From the Kaveri delta to the Bay of Bengal, from named highways to overseas ports, the evidence reveals a region deeply connected to its neighbours and to the wider world. Some questions remain open. That is not a failure of history; it is an invitation to further enquiry.
The proper measure of our inheritance is not how grandly we describe it, but how faithfully we understand, preserve, and pass it on.

International Commission on Irrigation and Drainage,
