Foreword
The sea has never been merely a blue expanse separating nations. It is a highway for commerce, an arena of diplomacy, a theatre of conflict, and a determinant of national power. For a country whose prosperity and security are closely bound to the Indian Ocean, maritime strength is not an ornamental addition to national defence; it is an enduring strategic necessity.
India's aircraft carriers represent one visible expression of this maritime ambition. Yet a carrier is neither an invincible fortress nor an independent instrument of war. Its significance derives from the aircraft it carries, the ships and submarines that protect it, the surveillance networks that inform it, and the logistics that sustain it far from home.
This tenth instalment of the Operation Sindhoor series examines India's carrier fleet, naval aviation, the development of Tejas Marine, the acquisition of Rafale Marine, the proposed third carrier, island-based infrastructure, overseas maritime partnerships, and the Navy's reported deterrent posture during Operation Sindoor in May 2025.
The object is not to indulge in martial hyperbole, but to understand the machinery, geography, and doctrine behind maritime power. In naval affairs, as in life, the full picture is often more instructive than the most imposing individual component.
Constitutional connection: Article 51A(h)
Article 51A(h) of the Constitution of India calls upon citizens to develop scientific temper, humanism, and the spirit of inquiry and reform. These principles are pertinent to the study of defence technology. Patriotism need not be the enemy of scrutiny; indeed, an informed appreciation of national capability requires evidence, sound reasoning, and an honest distinction between achievement, aspiration, and speculation.
Preface: What does it mean to control the sea?
Naval power is not measured solely by the number of ships in commission or the advertised range of a missile. It also depends on whether a fleet can find a threat, understand its movements, deploy the appropriate force, protect its own units, and remain on station for as long as the mission demands.
Two related expressions are useful. Sea control refers to the ability to use a maritime area for one's purposes, for a specified period, while limiting an adversary's interference. Sea denial, by contrast, seeks to prevent an opponent from using that area freely, even when complete control cannot be assured.
An aircraft carrier contributes to both, but it does not achieve either by itself. The carrier is the centrepiece of a wider operational system. Its value becomes clearer when we examine that system from the flight deck to the distant ocean.
1. India's two aircraft carriers
INS Vikramaditya
INS Vikramaditya was acquired from Russia and commissioned into the Indian Navy in November 2013. Originally built in the Soviet Union as Admiral Gorshkov, the vessel underwent an extensive conversion before entering Indian service.
Its ski-jump flight deck permits short take-offs by suitable aircraft, while arrestor wires enable returning fighters to be brought to a halt within the limited space available. The carrier operates the MiG-29K/KUB family of naval fighters and helicopters, subject to aircraft availability and operational readiness.
INS Vikrant
Commissioned on 2 September 2022, INS Vikrant is India's first indigenously designed and constructed aircraft carrier. Its development involved the Indian Navy's Warship Design Bureau and construction by Cochin Shipyard Limited. The ship represents a major advance in India's capacity to design, build, and sustain large naval platforms.
Vikrant also uses a ski-jump and arrested-recovery arrangement. In February 2023, the indigenous Light Combat Aircraft Navy demonstrator and the MiG-29K achieved their first landings aboard the carrier. These trials were significant engineering milestones, but the naval LCA's demonstration flights should not be confused with the establishment of a routine operational Tejas fighter squadron.
The Original INS Vikrant: A Battle-Honoured Name
Before the present indigenous aircraft carrier carried the name Vikrant, an earlier ship of the same name had already secured an honoured place in Indian naval history. The original INS Vikrant (R11), acquired from Britain and commissioned into the Indian Navy on 4 March 1961, was India's first aircraft carrier. It served the nation for 36 years before being decommissioned on 31 January 1997.
Its finest hour came during the 1971 Indo-Pakistan War. Operating in the Bay of Bengal, its embarked Sea Hawk fighter-bombers and Alizé aircraft carried out repeated attacks on Pakistani military positions, shipping, harbour installations and airfields at places including Chittagong, Cox's Bazar, Khulna and Mongla in what was then East Pakistan. These operations inflicted substantial damage on enemy infrastructure and shipping, while helping to impose a maritime blockade that restricted the movement of Pakistani forces and supplies by sea. The carrier's air operations formed an important part of India's naval campaign in the eastern theatre and contributed significantly to the victory that culminated in the liberation of Bangladesh on 16 December 1971.
The original Vikrant did not win the war single-handedly; the victory was the result of the coordinated efforts of the Indian Army, Navy and Air Force, alongside the resistance and sacrifices of the people of Bangladesh. Nevertheless, the carrier's contribution demonstrated the strategic value of naval aviation and the ability of a carrier task force to shape events far beyond the immediate coastline. The present INS Vikrant carries forward that distinguished name and legacy, linking India's first carrier-borne combat experience with its renewed capacity to design and build an aircraft carrier at home.

Both carriers are conventionally powered. Their operational effectiveness depends not merely on displacement or flight-deck dimensions, but on serviceability, aircraft availability, crew proficiency, sortie generation, and the escort and support forces assigned to a deployment.
2. Why a carrier-borne fighter is a different breed
A land-based fighter generally returns to a prepared runway. A carrier aircraft must approach a relatively small moving deck, descend accurately, and engage an arresting system during recovery. The process places distinctive demands upon its airframe, landing gear, pilot, and shipboard operating organisation.
Naval aircraft may require strengthened landing-gear structures, reinforced attachment points, an arrestor hook, corrosion protection, and other modifications suited to maritime operations. Folding wings can reduce the space occupied by aircraft in the hangar or on deck. Low-speed handling and the ability to operate within the carrier's launch-and-recovery envelope are equally important.
It would be misleading, however, to say that every naval fighter simply has a heavier fuselage. The engineering changes vary by design. A naval aircraft must satisfy a complete set of structural, aerodynamic, mechanical, and operational requirements.
India's carriers use a ski-jump for take-off rather than the catapult launch systems found on some other carriers. This arrangement imposes its own constraints upon aircraft weight, fuel, and weapons carried at launch. The useful load for a particular sortie therefore depends on the aircraft, environmental conditions, and mission profile.
3. Tejas Marine: the indigenous learning curve
The naval LCA programme was an attempt to extend India's indigenous fighter-development effort into the demanding environment of carrier aviation. The prototype programme investigated the design and control challenges associated with short take-offs, arrested landings, and operation from a ski-jump carrier.
The successful landing of the naval LCA demonstrator aboard INS Vikrant in February 2023 demonstrated that important elements of this engineering effort could be tested at sea. It did not, by itself, establish a production aircraft ready for frontline service.
The distinction matters. A technology demonstrator answers selected engineering questions; a production fighter must meet a broader set of performance, reliability, maintainability, and operational requirements. The naval LCA's development history has informed the continuing pursuit of an indigenous twin-engine deck-based fighter.
The larger lesson is that technological self-reliance is a process rather than a ceremonial declaration. It involves prototypes, failures, redesign, testing, certification, and the gradual accumulation of industrial expertise. A difficult programme can still yield valuable knowledge, even when the original aircraft does not become the final operational solution.
4. Rafale Marine: a bridge to the next generation
On 28 April 2025, India and France signed an inter-governmental agreement for 26 Rafale Marine aircraft for the Indian Navy: 22 single-seat aircraft and four twin-seat aircraft. The package includes training, simulators, associated equipment, weapons, and performance-based logistics. The agreement also provides for technology transfer associated with the integration of indigenous weapons.
Rafale Marine is specifically adapted for carrier operations. Its naval configuration and associated systems are intended to enable the aircraft to operate from India's ski-jump carriers. The agreement is a procurement milestone, not proof that the aircraft have already entered operational Indian naval service.
The aircraft are intended to strengthen the Navy's fixed-wing combat capability while India's indigenous deck-based fighter programme continues. The arrangement also raises questions of long-term sustainment, training, weapons integration, maintenance infrastructure, and the balance between imported systems and domestic industrial development.
The central issue is not whether one aircraft can be declared the universal victor over another. A fighter's usefulness depends on its sensors, weapons, training, mission, maintenance, and integration with the wider force. Aircraft comparisons divorced from these conditions are more suited to pub-room argument than serious defence analysis.
A Historic Milestone: Rafale Marine Lands on INS Vikrant
On 29 October 2026, a Rafale Marine fighter aircraft successfully landed aboard India's indigenous aircraft carrier, INS Vikrant, on its maiden attempt. The Indian Navy released official video footage of the event on 30 October, describing the ongoing trials as the first steps towards operationalising the aircraft in its service.
The achievement is significant for both the aircraft and the carrier. INS Vikrant employs the Short Take-Off But Arrested Recovery (STOBAR) system, in which aircraft take off with assistance from a ski-jump ramp and recover on the flight deck using arresting gear. The successful landing marks an important stage in validating the Rafale Marine for operations from India's aircraft carriers.
India signed an agreement with France in April 2025 to procure 26 Rafale Marine aircraft for the Indian Navy — 22 single-seat fighters and four twin-seat trainers. Their eventual induction is expected to strengthen the carrier air wings of INS Vikrant and INS Vikramaditya, alongside the existing MiG-29K fleet.
It is important, however, not to confuse a successful carrier landing with full operational induction. Further trials, evaluation, and integration work remain part of the process. Nevertheless, this first landing is a landmark in India's effort to build a more capable and versatile carrier-borne aviation force.

5. The carrier air wing: more than fighters
Fighter aircraft attract attention, but the carrier air wing performs several complementary functions.
- MiG-29K/KUB: carrier-borne fighters used for air defence and other assigned combat missions.
- Rafale Marine: the contracted future addition intended to expand the Navy's carrier-borne fighter capability.
- Naval LCA demonstrators: developmental aircraft that contributed to India's understanding of carrier aviation; they should not be presented as an operational fleet.
- Airborne early-warning helicopters: platforms such as the Ka-31 help extend surveillance beyond the immediate radar horizon of surface ships.
- Anti-submarine helicopters: aircraft such as the MH-60R contribute to detecting and countering submarine threats, subject to the equipment and mission assigned.
- Utility and support helicopters: these assist with logistics, personnel movement, search and rescue, and other tasks essential to sustained operations.
Aircraft availability is as important as aircraft numbers. A fleet's theoretical inventory does not indicate how many aircraft are serviceable, armed, crewed, and ready for a particular operation. The same principle applies to ships, missiles, and other military equipment.
A Landmark for Indigenous Naval Aviation: Tejas Navy on INS Vikrant
India's Naval Light Combat Aircraft (LCA Navy), the carrier-capable prototype of the Tejas programme, achieved a historic milestone on 6 February 2023. An Indian Navy test pilot successfully landed the aircraft on the flight deck of INS Vikrant and subsequently took off from the carrier. The same day also witnessed the maiden landing of the MiG-29K on the indigenous carrier, marking an important stage in its aviation integration.
This achievement demonstrated India's growing ability to design, develop, and test indigenous aircraft for demanding carrier operations. It must, however, be understood in its proper context: the LCA Navy aircraft involved was a prototype used for developmental and flight-integration trials. It did not become the Indian Navy's operational carrier-borne fighter.
The MiG-29K/KUB continues to form the principal operational fighter component of India's carrier air wings. The Tejas Navy programme nevertheless remains an important chapter in India's indigenous naval aviation journey, while the Twin Engine Deck Based Fighter (TEDBF) represents the intended next-generation indigenous carrier-fighter pathway.

6. The carrier battle group: shield, spear, and supporting system
An aircraft carrier does not ordinarily sail into a contested maritime environment as an isolated vessel. It operates within a formation supported by surface combatants, submarines, surveillance assets, and logistical vessels, with the exact composition determined by the mission.
- Destroyers and frigates contribute to air defence, surface warfare, and anti-submarine warfare, according to their equipment and assigned roles.
- Submarines provide covert surveillance and combat options, although their tasking and relationship to a carrier formation vary with operational circumstances.
- Fleet tankers and replenishment ships extend endurance by delivering fuel, provisions, and other supplies at sea.
- Maritime patrol aircraft and surveillance networks help identify activity beyond the carrier's immediate surroundings.
- Communications and command systems allow information to be shared and decisions to be coordinated across dispersed units.
This network is essential because a powerful platform may still be vulnerable if it cannot obtain timely warning, communicate reliably, or sustain its operations. The carrier battle group is therefore best understood as a system of systems, not merely a collection of warships sailing in formation.
7. Naval firepower: what the fleet can do
The expression firepower encompasses several different capabilities. Treating them as interchangeable obscures the actual purpose of the equipment involved.
| Capability | Purpose | Important qualification |
|---|---|---|
| Air-to-air weapons | Engage hostile aircraft and protect friendly forces. | Effectiveness depends on detection, identification, engagement conditions, and weapon integration. |
| Anti-ship weapons | Threaten or engage hostile surface vessels. | Target information, defences, and the engagement environment matter as much as advertised range. |
| Precision strike weapons | Attack selected targets when authorised and operationally appropriate. | Capability depends on the aircraft, weapon integration, intelligence, and mission requirements. |
| Shipborne missiles and guns | Provide defensive and offensive options for the escort force. | Different systems serve different ranges, target types, and defensive layers. |
| Submarine weapons | Support underwater and, where equipped, other assigned strike missions. | Submarine capabilities vary considerably by class and configuration. |
A missile's advertised maximum range is not a guarantee that it can achieve that range against every target in combat. Detection, tracking, target manoeuvres, electronic warfare, rules of engagement, and the quality of the information available all influence the result.
Nor should the carrier's entire theoretical air wing be treated as though every aircraft could be launched simultaneously, with maximum fuel and maximum weapons. Operational planning is governed by real limits: deck space, aircraft condition, weather, crew endurance, and the need to recover aircraft safely.
8. A third carrier: ambition and hard choices
India has considered the acquisition or construction of a third aircraft carrier, with proposals and public discussions examining different designs and costs. Such a proposal must not be confused with a commissioned ship or a completed construction programme.
The case for another carrier rests partly on availability. A carrier undergoing maintenance or a major refit cannot perform the same deployed role as a ship at sea. Three carriers could, in principle, provide more scheduling flexibility than two, but the result would depend upon maintenance cycles, trained crews, aircraft availability, and the resources committed to the programme.
There is also an opportunity cost. A carrier is a major investment whose effective operation requires escorts, aircraft, weapons, dockyard capacity, personnel, and a long-term supply chain. Submarines, maritime patrol aircraft, surface combatants, and replenishment vessels also make substantial contributions to maritime security.
The question, therefore, is not simply whether India can build another large warship. It is how another carrier would fit into the Navy's overall force structure, budget, industrial capacity, and strategic requirements over several decades.
9. The eastern outposts: Andaman and Nicobar
The Andaman and Nicobar Islands give India a strategically important geographical position in the eastern Indian Ocean. Their location near the approaches to the Strait of Malacca makes them relevant to maritime surveillance, communications, logistics, and the monitoring of shipping routes.
The Andaman and Nicobar Command is India's integrated tri-service command. Facilities across the islands support different military and operational functions. INS Baaz, at Great Nicobar, is an important air facility in the southern island chain.
The expression “an island is an unsinkable warship” captures the permanence of geographical position, but it is a metaphor, not a literal description. An island cannot move with a carrier, and its airfields, communications, fuel stores, and other installations may be vulnerable to attack or disruption.
The islands' strategic value lies in the combination of geography, infrastructure, surveillance, and the forces that can be deployed there. Their role complements that of a mobile carrier rather than replacing it.
10. Lakshadweep: India's western island presence
India's western island territories provide another geographical advantage. INS Dweeprakshak at Kavaratti and INS Jatayu at Minicoy strengthen the Indian Navy's presence in Lakshadweep. INS Jatayu was commissioned on 6 March 2024.
Minicoy lies near important maritime routes in the western Arabian Sea. Naval facilities in the islands can support surveillance, operational reach, anti-piracy work, anti-narcotics operations, and the provision of assistance in the region.
There have also been reports and proposals concerning additional defence infrastructure in Lakshadweep, including Bitra. Such developments should be described according to their verified status: a proposal, land acquisition, construction project, naval detachment, and commissioned base are not equivalent stages.
Andaman and Nicobar in the east, and Lakshadweep in the west, thus form two geographically distinct parts of India's island-based maritime posture. Neither should be described as an aircraft carrier in the literal sense; their significance is that they provide fixed positions from which appropriate facilities and forces can support maritime activity.
11. Overseas partnerships and access: a wider maritime network
India's maritime reach is shaped not only by domestic bases, but also by relations with Indian Ocean states. Yet it is important to distinguish sovereign Indian military bases from port visits, logistics agreements, infrastructure partnerships, and proposed commercial arrangements.
Agaléga, Mauritius
India supported the development of an airstrip and jetty at Agaléga, and the facilities were inaugurated in February 2024. They can improve connectivity and contribute to maritime security and surveillance in the western Indian Ocean. Their existence should not, without further evidence, be represented as proof that India possesses a sovereign military base on the island.
Cam Ranh Bay and Vietnam
Cam Ranh Bay has a notable history as a naval facility used by foreign powers. India explored opportunities for cooperation, and Vietnam invited India in 2010 to assist with infrastructure development at the deep-water port. India did not take up that offer. Indian naval port calls in Vietnam demonstrate maritime engagement, but a port visit or an invitation to develop facilities is not equivalent to permanent basing rights.
Mattala and Hambantota, Sri Lanka
Mattala Rajapaksa International Airport lies near Hambantota Port, a strategically situated commercial port operated under a long-term lease arrangement involving China Merchants Port. India has previously been associated with proposals for commercial participation in Mattala's operation. Such proposals must be distinguished from confirmed Indian military access to the runway. No claim of a dedicated Indian military airbase there should be made without authoritative evidence.
Duqm, Oman, and other regional partnerships
Access to ports, repair facilities, and logistical services can help a navy sustain deployments at a distance. India has developed defence and maritime relationships with several regional states, including Oman and Seychelles. The precise rights available under a particular agreement must be established individually rather than inferred from the existence of a diplomatic partnership.
The larger point is that a blue-water navy benefits from a network of access, cooperation, surveillance, and replenishment. This is not the same as possessing a chain of sovereign overseas bases. Diplomatic consent and the terms of each arrangement remain fundamental.
12. Karachi, 1971: different naval instruments, complementary effects
The 1971 war offers important lessons about the relationship between naval firepower and operational planning. India's Operation Trident, on the night of 4–5 December, and Operation Python, on the night of 8–9 December, involved attacks on Pakistani naval targets and installations in the Karachi area.
These operations were conducted by missile-armed surface forces. Their success should not be attributed to aircraft carriers. Separately, INS Vikrant's aircraft conducted operations in the eastern theatre, contributing to the maritime and air campaign against Pakistani forces in what was then East Pakistan.
The historical distinction is instructive. Surface combatants, carrier aviation, submarines, intelligence, and logistics are not rival explanations for naval strength. They are different capabilities that can serve complementary purposes when properly integrated.
13. Operation Sindoor: the fleet that did not have to fire
During Operation Sindoor in May 2025, the Indian Navy deployed a carrier battle group and other maritime assets in a forward posture in the Arabian Sea. Public statements by Indian officials described the deployment as a significant source of pressure on the Pakistan Navy.
On 30 May 2025, Defence Minister Rajnath Singh, speaking aboard INS Vikrant, stated that the carrier battle group's presence had ensured that the Pakistani Navy did not venture out, warning that it would otherwise have faced the consequences. Indian naval statements also described Pakistani naval units as remaining in harbour or operating close to the Makran coast.
These statements are relevant evidence of India's official assessment of the operation. They support a discussion of readiness, deterrence, and the strategic effects of a forward-deployed naval force. They do not, by themselves, establish every detail of Pakistan's movements or prove that a carrier alone determined every decision.
It is also necessary to distinguish a force's readiness to strike from a strike actually carried out. The publicly described naval posture should not be transformed into a claim that carrier aircraft conducted particular combat attacks unless reliable evidence confirms those actions.
Deterrence is the ability to influence an adversary's calculations by making an action appear too costly, risky, or unlikely to succeed. When a deployed force persuades an opponent to limit its movements, that effect may have strategic value even if the force does not exchange fire.
Operation Sindoor therefore provides an important case for examining how naval power can shape a crisis. The fleet's significance lay not only in the weapons it carried, but also in the choices its presence imposed upon an opponent.
14. The larger argument: maritime power is a system
India's aircraft carriers are important instruments of its blue-water capability, but they are only one part of the whole. Fighters require maintenance, weapons, trained aircrew, and support systems. Carriers require escorts and replenishment. Island facilities provide fixed geographical positions, while international partnerships may offer access to ports, infrastructure, and cooperation.
The Andaman and Nicobar Islands and Lakshadweep contribute different geographical advantages. Agaléga illustrates how infrastructure partnerships can strengthen regional connectivity and maritime security. Cam Ranh Bay demonstrates the difference between strategic interest and actual access rights. Mattala illustrates why commercial proposals should not be mistaken for military basing arrangements.
The proposed third carrier raises a further question: how should India balance mobile air power against the many other capabilities required to maintain maritime security over the long term?
These are questions of strategy, engineering, economics, diplomacy, and geography. They cannot be answered by counting hulls or repeating the advertised specifications of weapons.
Conclusion: the power to prevent a battle
A carrier is a mobile airfield, but its strategic importance extends beyond the aircraft parked upon its deck. It can bring combat aviation to a distant maritime region, support surveillance and air defence, and complicate an opponent's planning. Its effect depends on the ships, aircraft, information, logistics, and trained personnel that make the formation effective.
India's blue-water ambitions must consequently be understood as a continuing process of building, integrating, sustaining, and using maritime capability. The two existing carriers, the Rafale Marine acquisition, indigenous fighter development, island infrastructure, and overseas partnerships each form part of that wider picture.
In the final analysis, naval strength is not measured solely by the destruction a fleet can inflict. It is also measured by the sea lanes it helps protect, the freedom of action it preserves, the crises it can help contain, and the conflicts it may help prevent.
The most consequential demonstration of maritime power may sometimes be a battle that never takes place.
